What Is Revolut and How Does It Work in Ukraine?

Revolut is an international fintech service (neobank) that offers multi-currency accounts, bank cards, currency exchange, investments, and transfers. It entered the Ukrainian market in February 2025 but has not yet received a license from the NBU. As a result, Revolut does not offer UAH accounts and operates in our country with restrictions.

Since April 2025, the neobank has suspended registration of new Ukrainian customers, but existing users can continue to use the service. Services are provided through Revolut Bank UAB, licensed in Lithuania and regulated by the European Central Bank. This means that accounts are opened in the EU and are subject to European legislation.

The company plans to obtain a Ukrainian license by the end of the year. As a result, users will be able to:

  • open UAH accounts;
  • launch credit and insurance products;
  • add deposits, as in EU countries.

The NBU confirms that it is closely monitoring Revolut's activities through European regulators, but no official requests have been received from the neobank yet.

Revolut's Features for Users in Ukraine

Card types: physical, virtual, multi-currency

Users can order a physical card for contactless purchases or cash withdrawals. It is delivered to Ukraine from Europe and costs €3.99. This can be a free Standard card or paid Premium (€5.99 per month) and Metal (€10.99 per month) versions with higher limits and subscriptions to various online services already included in the tariff. The card can be personalized and even have a platinum coating added. 

If you mostly pay online, the Revolut virtual card is the best choice, available in the same versions as the physical card. The fintech service also offers cards for kids and a joint account feature.

Neobank cards are opened in euros by default, but you can add about 30 other currencies to them. This allows you to make transactions without additional conversion fees.

International and intra-EU transfers

Revolut (Ukraine) allows you to send money to any part of the world: Europe, the US, or Asia. The service supports SEPA and SWIFT transactions, and there are free instant P2P transfers between all Revolut users within the system. The money arrives in seconds, regardless of the country.

Special rules apply to Ukrainians:

  • You can only top up your Revolut account from currency cards in euros or dollars.
  • The National Bank has set a monthly limit of UAH 100,000 for outgoing transfers from a single bank. If you have cards with different banks, this limit applies separately to each one.
  • Banks may charge their own transfer fees — on average, they are about 1% of the amount, but rates vary.

Once the money is credited to your Revolut account, the restrictions are lifted: you can send funds to foreign accounts, pay for purchases, top up brokerage or crypto exchange accounts, or make SWIFT transfers without linking them to a specific purpose. Reverse transactions from Revolut to a Ukrainian card are also unrestricted.

Payments online and in stores

Revolut works like a regular bank card. You can pay electronically in stores, restaurants, online services, and when subscribing to Netflix, Spotify, and other platforms. Each transaction is confirmed through the 3D Secure system (code via SMS or push notification), making card use more secure.

For shopping on unfamiliar websites, you can use disposable virtual cards — after payment, their number is automatically replaced, keeping your information safe.

Multi-currency accounts and automatic currency exchange

Revolut for Ukrainians offers an opportunity to open accounts in several currencies at once: euros, US dollars, British pounds, Polish zlotys, Canadian dollars, and others. Funds can be stored without conversion, and the system automatically selects the appropriate currency for payments.

If you don't have the right currency for a particular payment, the app will automatically convert it at the interbank rate (the real rate without markups used by banks between themselves). This is especially convenient for those who travel or receive income from different countries.

Important: Revolut does not yet have a license from the NBU, so conditions may change in the future.

How to Withdraw Money from Revolut in Ukraine?

Revolut allows Ukrainians to transfer funds to bank cards and accounts using standard international instruments. The process is simple and similar to regular international transfers, but there are a few nuances.

Which banks can I withdraw money from Revolut to?

Withdrawals are available to Ukrainian financial institutions that support international transfers (e.g., PrivatBank, Monobank, Oschadbank). Funds are credited to a foreign currency or hryvnia account, depending on the currency you selected when sending.

Does it support SEPA/SWIFT transfers?

Revolut works with the SEPA (for euros within the EU) and SWIFT (for international transactions in different currencies) systems. Only SWIFT transfers are available to Ukrainians, as SEPA only operates within the European Union.

Withdrawals to a Ukrainian card: what you need to know

The most convenient way is to withdraw funds directly to a Ukrainian bank card using the IBAN number. You can also use the recipient's phone number or email address if they are registered with Revolut. The transfer usually takes from a few hours to 1–3 days, depending on the bank.

To transfer money:

  • Open the Revolut app.
  • Go to the "Transfer" section and click "New."
  • Enter the recipient's details and the amount.
  • Confirm the transfer with the code from the SMS.

Revolut is suitable for receiving payments from abroad. In the app, you can get individual IBAN details to provide to your employer. Your salary will be paid in the same way as to a regular bank account. You just need to make sure that your employer supports payments to accounts in European banks.
